2007 Local Rules
Playing
Rules
1.0
“2006
Official Baseball Rules” are followed with the additions and exceptions as stated in this document.
Recreation Program Participation
2.0
The EYBL Recreational Program is an “Everyone
Plays” program.
3.0
No EYBL recreation team shall practice or play
more than a total of 4 times per week.
Before games begin, it is recommended that teams practice 3 days per week.
Any pre-game warm-up lasting more than 30 minutes will be considered a practice.
4.0
No EYBL recreation team or tournament team
shall practice on Sundays.
5.0
In the recreation program, all players will
play the minimum required innings and at bats with the following exceptions:
5.10
A player is benched by the manager for conduct during the game.
5.20
A player leaves the ball fields prior to the completion of the game.
5.30
If a player consistently misses practices, a manager may elect to sit out a payer
for a game. The manager must notify
the opposing manager prior to the start of the game.
This disciplinary action should only be used in extreme cases.
6.0
No manager may discipline or alter the playing
time of a player who misses practices for a church event, school event, or other
overlapping sports event such as soccer, swimming, wrestling, track, etc.
7.0
11-12 Year Old League Game Participation:
7.10
If a team has 10 or more
players, 10 batters will bat.
The 10th batter will be designated position “EH” for Extra Hitter
and may bat anywhere in the batting order.
If a team has 9 players at the game, every player plays the entire game and only
9 players bat. A replacement player
shall not be used to provide a 10th
batter.
7.20
Every batter must bat at least once in the first four innings and play in the field
in at least two innings within the first four innings.
7.30
Any player removed from the batting order may reenter the game and the batting order
once, provided that they are in the same position in the batting order.
8.0
If a 9-10 or 11-12 Year Old League team has
less than 9 players show up for the game, the following is allowed for replacement
players:
8.10
The manager must first ask the opposing manager to supply replacement players. The opposing manager may decline even
if he/she has more than 9 players.
The opposing manager may supply any player(s) he/she chooses.
8.20
Managers shall select any registered
players from the league as replacement players.
8.30
Replacement players must play outfield and bat last unless an agreement is reached
with the opposing manager (example may be when team does not have a catcher). A replacement player may never be used
as a pitcher.
8.40
Once a team’s player shows up, he/she will immediately be inserted into the batting
order to replace the replacement player if the team is up to bat; or replace the
replacement player in the field at the end of this half inning if the team is out
in the field.
Sportsmanship
9.0
A manager may remove a player at any time for
poor sportsmanship, but must notify the opposing manager if the removal of the player
causes the player to not play the minimum required innings or at bats.
10.0
An umpire may remove a player at any time for poor sportsmanship, but it is preferred
that the umpire give the manager the opportunity
to do so first.
11.0
If an umpire is having difficulty with parents or fans, the umpire shall request
that the manager(s) attempt to resolve the difficulties before taking actions on
his/her own.
12.0
An umpire may remove a
player, manager, coach or fan from the game or from the field
complex at any time.
13.0
Managers and coaches are expected to support, coach and work with the umpires in
a positive manner or are subject to League discipline up to and including removal
from the program for failure to do so.
14.0
The EYBL recommends that managers and coaches teach players at practices and let
the players play the game.
Length of Game
15.0
Games will be played to complete six innings, reach a time limit or reach the 10
run rule, whichever is reached first.
16.0
If a game fails to reach 3 ½ - 4 innings (3 ½ if home team is ahead) then it is
not a regulation game and declared a “No Game”.
The game may be scheduled and replayed at a later date or remain a “No Game”
at the discretion of the Board of Directors.
EXCEPTION: Any game, not delayed by
weather or other non-preventable circumstances, and called because of a time limit
is considered a regulation game regardless of the number of innings played.
17.0
The “game starting time” of any game is the later of either the starting time on
the schedule or 10 minutes after the completion of the previous game if immediately
following another game on the same field. It
is the home plate umpire’s responsibility to determine and note the “game starting
time”. It is the team managers’ responsibility
to start the game on time.
18.0
No new inning will be started after 1 hour and 45 minutes for Cal Ripken and 2 hours
for Babe Ruth from the “game starting time” regardless of when the game actually
started.
19.0
If either team is ahead by 10 or more runs at the completion of the 4th
or 5th inning, the game is over (10 run rule).
20.0
If the game is tied after 6 innings or after the time limit, an additional inning(s)
may be played if:
(a)
Both managers and the umpire agree to continue
the game;
(b)
And, if continuing the game does not interfere
with the start of the next scheduled game on that field;
Note that if either manager chooses not to start a new full inning, the game ends
and is considered a tie.
21.0
If a game ends due to the 10 run rule the managers may elect to continue playing
as practice as long as continuing does not interfere with the start of the next
scheduled game on that field.
22.0
A new inning cannot start after 9:45 P.M. assuming the next day is not a school
day. If the next day is a school day,
a new inning cannot start after 9:15 P.M.
Since games are not scheduled to start after 7:00 P.M., these time limits should
only come into affect for extra inning games, games resumes after a weather delay,
or games which have not reached 6 innings when the managers agree to keep playing,
and only when there is no 9:00 adult game scheduled on the same field.
**This rule does not apply to the Babe Ruth League.
Safety Rules
**Rules 23.0 – 27.0 do not apply to the Babe Ruth League**
23.0
If a runner attempting to reach a base (except the batter attempting to reach first
base) does not slide (or dive back) and causes a collision or fails to prevent an
avoidable collision to occur with a fielder, the runner is called out and a dead
ball is ruled. If, in the umpire’s
judgement, the collision was intentional, the umpire may remove the player from
the game. An incidental “bump” not
hard enough to cause potential injury and not intended to try to dislodge the ball
from the fielder is not considered a “collision”.
24.0
It is the responsibility of the fielder covering first base to avoid a collision
with the batter attempting to reach first base.
If a collision occurs, the batter is automatically awarded first base and
the ball is “live”.
25.0
There will be no on-deck batters on the playing field.
The next batter shall have his batting helmet on and shall be holding his
bat in the dugout standing next to the gate or behind the fence.
Players in the dugout may not swing bats in or behind the dugout or behind
the fence at any time. Except for the
next batter, players may not swing bats on the playing field between innings.
26.0
Players warming up the pitcher must wear a catcher’s mask.
In order to speed up the game, managers and coaches may also warm up pitchers
without wearing a catcher’s mask. No
player may stand behind a batter at practice or in a game without full catcher’s
gear including a protective cup.
27.0
Catchers shall be required to wear full helmet catcher’s masks (skullcaps are not
allowed for 9-12 year olds).
Pitching Rules
28.0
A player may pitch a maximum of 6 innings per week (Monday – Sunday)
29.0
A Cal Ripken Baseball pitcher must have two (2) calendar days rest between pitching
assignments if he pitches in more than three innings in any one game
(This rule supercedes the rule book).A Babe Ruth 13-15 pitcher must have
two (2) calendar days rest between pitching assignments if he pitches in more than
three innings in any one game. Each
game in which a pitcher pitches is considered an assignment.
30.0
9-10 year olds: Balks will not be called. Umpires and Managers should work together to resolve any pitching problems.
11-12 and 13-15 Year Olds:
the following E.Y.B.L. balk rule will apply
when base runners are present...
Pitcher must come to a "set" position before the wind up/pitch.
Only head movement is allowed during the set position.
No other body movement is allowed during the set position (no shoulder movement).
Pitcher must come to a complete stop in the set position
(usually a second or 2) before pitching, or attempting a pick.
The pitcher is allowed to glance at the base runners while in the set position.
At this point the intent is for the pitcher to . . .
- commit to the pitch or
- commit to picking off a base runner
Once the pitcher has started his wind up, he is committed, and must pitch the ball.
If the pitcher elects to attempt to pick off the base runner he may . . .
-Step towards the base
(with a quick motion) he intends to pick and throw or at least fake a throw to the
baseman.
Note: Set position is usually made by hands in front by chest - with at least one
foot on the pitching rubber.
31.0
A “Junior” player (a 9 year old in the 9-10 year old league; 11 year old in the
11-12 year old league; 13 year old in the Babe Ruth league)
MUST pitch a minimum of 3 consecutive outs or until 3 runs are scored against
his team during his time at pitch PRIOR TO the beginning of the fourth inning
of each game.
Other Local Rules
32.0
The Infield Fly Rule applies only to the Babe Ruth League and Cal Ripken Majors
70; however, if a dropped infield fly in a 9-10 Year Old League game results in
a double play that the infield fly rule would have prevented, then the umpires may
return base runners to their original bases and declare the batter out.
If the umpire mistakenly invokes the infield fly rule and declares the batter
out while the ball is live and the infield fly is dropped and a runner is put out
while advancing to the next base, then the umpires may return base runners to their
original bases to prevent the double play.
33.0
In the 9-10 Year Old League, an inning stops after the sixth run in the inning is
scored regardless of the number of outs recorded (Six Run Rule).
Note: Play continues until the
ball is dead. All runs scored as a
result of the play will count. Ex. Team has scored 5 run already and has
runners on second and third. Batter
hits a base hit to center field, and the runner on second crosses home safely. Both runs would count.
That team thus score 7 runs in the inning.
This inning would be over as soon as the defending team makes the ball
dead.
34.0
The home team is the official scorekeeper of the game.
Scorekeepers should check with each other throughout the game to prevent
disputes.
35.0
In the 9-10 Year Old League, the batter is out on strike three even if the catcher
does not catch the third strike.
36.0
To prevent game delays, after a pitch is thrown and a runner attempts to reach home
plate, if the runner retreats 1 step
back toward 3rd base, the runner
MUST return to that base. Exceptions to this rule are 1) if a play is made by the defense to the base the runner is returning
to, the runner may try to advance once again and 2) on an overthrow the runner may
attempt to advance as long as play is still “live.”
Interpretations & Protests
37.0
All rule interpretations shall be made by the Chief Umpire or by the Board of Directors.
38.0
All protests shall be made in writing to the League President within 24 hours of
a dispute.
